Creates new criminal offense of damage to a place of burial in Chapter 711 of Hawaii Revised Statutes.

Prohibits persons from negligently or intentionally damaging a place of burial.

Establishes penalties of up to one year imprisonment, fine of up to $10,000, or both for conviction.

Defines "place of burial" as a place dedicated to and used for the permanent interment of human remains.

Takes effect upon approval; does not affect rights, duties, or proceedings that began before the effective date.
