Requires the state auditor to conduct a management audit of the Department of Land and Natural Resources' Historic Preservation Division to examine program effectiveness and agency efficiency.

Audit shall assess compliance with state and federal mandates, information management systems, paperwork backlogs, documentation and preservation of historic artifacts and burial remains, organizational structure, staffing practices, and fiscal controls.

Auditor must gather information from government staff, historic preservation consultants, island burial councils, Native Hawaiian community representatives, landowners, businesses, and community members impacted by the division's services.

Auditor shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the convening of the 2011 regular legislative session.

Act takes effect upon approval.
