Authorizes the Governor to order state and local government agencies, officers, and employees to take actions and employ measures necessary to mitigate hazardous situations.

Allows the Governor to authorize state and local agencies to enter private property at reasonable times to investigate, determine, or mitigate situations deemed hazardous to public health and safety, even without a civil defense activity or emergency.

State Department of Defense supported the bill; the Mayor of the City and County of Honolulu opposed it citing home rule and potential liability concerns.
