Adds new section to Chapter 184, Hawaii Revised Statutes requiring the Department of Land and Natural Resources to hold a public meeting before issuing a request for proposals for state park management contracts.

Public meeting must occur at the earliest practicable point in proposal development, but no later than 30 days before the request for proposals is issued.

Department must provide notice of the public meeting at least 10 days in advance, published in newspapers of general circulation in each county where affected parks are located.

Notice must identify the affected state parks, services covered by the contract, the meeting's purpose, and the time, date, and place where written or oral testimony may be submitted.

Act takes effect upon approval.
