Transfers administration of Hawaii's medical marijuana program from the Department of Public Safety to the Department of Health, effective upon approval.

Replaces all references to "marijuana" with "cannabis" throughout the medical use statute and establishes procedures for employment-related marijuana drug testing with review by a medical review officer before results reach employers.

Directs the Department of Health to establish medical cannabis distribution outlets within 120 days and authorizes counties to license, tax, and regulate medical cannabis family farms through community oversight committees.

Allows out-of-state visitors with valid registration certificates from other states to apply for temporary registration certificates to purchase medical cannabis in Hawaii.

Directs the Department of Health in consultation with the University of Hawaii to establish a research and development licensing program for medical cannabis products including oils, infused products, and cannabis strains.
