Prohibits individuals with ignition interlock device restrictions from circumventing or tampering with the device, with penalties for violations and for assisting others in doing so.

Requires ignition interlock devices to be certified by an independent laboratory to meet or exceed National Highway Traffic Safety Administration guidelines.

Mandates annual auditing of interlock device vendors by the Department of Transportation, with authority for DOT Director to require vendors to pay audit costs.

Requires respondents with valid driver's licenses at time of arrest to obtain an ignition interlock permit and maintain an operating device in any vehicle during the revocation period.

Eliminates probationary provisions for second and third offenders, implements "proof of compliance" for all convicted offenders, and suspends interlock device operating privileges for those convicted of driving with a suspended or revoked license.
