Clarifies that the Education Laboratory School is a charter school under chapter 302B whose charter was approved by the board of education on August 16, 2001.

Exempts the Education Laboratory School from the general prohibition on charter schools charging tuition, allowing it to charge tuition for summer programs only while remaining free during the regular school year.

Requires the Education Laboratory School to have a local school board consisting only of members who meet chapter 302A requirements, with the restriction that no voting board members may be directly or indirectly affiliated with the University of Hawaii.

Specifies that certain University of Hawaii facilities including the multi-purpose building, Castle Memorial Hall, athletic field, and instructional buildings shall be used exclusively by the Education Laboratory School for its educational purposes.

Establishes an education laboratory school summer programs revolving fund to cover the costs of summer program operations funded through tuition charges.
