Adds a new objective (item 10) requiring the task force to identify sources of federal, state, county, and private funding for non-genetically-engineered Hawaiian taro cultivation projects related to flood control, food security, research, economic development, job creation, education, and water quality protection.

Changes the final report deadline from 2010 to 2012, extending the task force's work by two years.

Reclassifies the 2010 report as a "second preliminary report" documenting progress status rather than a final report.

Requires the final 2012 report to include recommendations on promoting economic activity and taro cultivation, program summaries, results achieved, actual expenditures, and any recommended legislation.

Takes effect July 1, 2010.
