Requires state agencies to obtain written approval from the State Historic Preservation Division before issuing permits or approvals for proposed projects on undeveloped private lands subject to historic preservation review.

Mandates publication of all "no historic properties are affected" determinations in the county newspaper where the proposed project is located.

Requires developers or landowners to conduct a public meeting and publish notice 30-60 days in advance when a draft mitigation plan is prepared for a project on undeveloped private land.

Authorizes the Historic Preservation Division to commence condemnation proceedings, require additional investigation and recording of historical information, or require a revised mitigation plan within 90 days of the public meeting if the draft plan is deemed insufficient.

Establishes an appeal process allowing landowners, developers, or any person to appeal the department's decision to the Hawaii Historic Places Review Board.
