Temporarily increases liquor tax rates effective July 1, 2010 through June 30, 2015 by amending Section 244D-4, Hawaii Revised Statutes.

Establishes new tax rates per wine gallon for the period July 1, 2010 to June 30, 2015, though specific dollar amounts are left blank in the bill text.

After June 30, 2015, reverts to the previous tax rates of $5.98 per gallon on distilled spirits, $2.12 on sparkling wine, $1.38 on still wine, $0.85 on cooler beverages, $0.93 on beer other than draft beer, and $0.54 on draft beer.

Takes effect July 1, 2020, with the temporary rate increase (Section 2) repealing on June 30, 2015 when the permanent rates (Section 3) become effective.
