Prohibits the Office of Hawaiian Affairs from expending or requesting general fund appropriations from July 1, 2010 through June 30, 2015, except for general funds that were appropriated and encumbered before July 1, 2010.

Requires the Office to rely on public land trust revenues and other non-general funds for administration and operations during the five-year restriction period.

Bars the Office from submitting any biennial, supplemental, or six-year budget plans that include general fund appropriation requests during the restriction period.

Modifies statutory language to clarify that special and non-general funds are the appropriate appropriation sources for the Office rather than general funds.

Sunsets on June 30, 2015, with affected statutes reverting to their pre-Act form.
