Authorizes loans from the Hawaii Hurricane Reserve Trust Fund to the general fund to address budget deficits and prevent cuts to essential services.

Allows the loaned funds to be expended in place of previously appropriated general funds during the fiscal crisis.

Requires repayment over two bienniums, with 50% due in 2015 and the remaining 50% due in 2017.

Intended to protect low-income, aged, blind, and disabled residents from disproportionate impacts of budget reductions while the state economy recovers.
