Establishes a construction site inspection task force within the Department of Commerce and Consumer Affairs to investigate and inspect construction sites for unlicensed contractors.

Task force shall include the director or designee as chairperson, at least two additional department representatives, and one representative from each county permitting department.

Joint enforcement teams may enter public or private property at reasonable times without prior notice to investigate and inspect construction sites suspected of unlicensed contractor activity or for random compliance inspections.

Task force shall facilitate information sharing between agencies, coordinate enforcement activities, develop civil sanctions procedures, and evaluate statutory changes needed to combat unlicensed contractor operations.

Licensees paying fees into the compliance resolution fund shall pay an additional $20 fee beginning July 1, 2010, to be deposited into a separate account funding task force operations; task force must submit annual reports to the legislature detailing violations identified, actions taken, and legislative recommendations.
