Authorizes purchasing agencies to use a design-build process for construction projects, where design and construction are combined into a single contract.

Requires design-build offerors to be licensed contractors under Hawaii chapter 444, with selection based on a statement of qualifications rather than detailed design proposals.

Establishes a two-stage selection process: an evaluation committee selects no more than five most-qualified offerors based on experience, past performance, capacity, and project locality familiarity; selected offerors then submit proposals for contract award.

Permits the procurement officer to pay stipends to responsive offerors if determined advantageous to encourage competition, innovation, and best value without exceeding budget; successful and unsuccessful offerors receive stipends if contract is cancelled.

Sunsets June 30, 2012, with the statute reverting to its prior form; effective date September 14, 2047.
