Authorizes solar energy facilities in agricultural districts with land productivity rating classes of B or C, in addition to the previously allowed classes D and E.

Requires that solar energy facilities on lands with productivity rating classes B or C must use renewable energy sources to directly support agricultural operations on those lands.

Amends Hawaii Revised Statutes Section 205-2(d) to expand the definition of permitted agricultural district uses to include these solar energy facilities.

Takes effect upon approval of the act.
