• Clarifies that the state general plan remains the ultimate controlling authority for land use throughout Hawaii.

• Establishes that counties have authority to plan and zone within all state land use districts except conservation districts under HRS sections 46-4 and 226-58.

• Prohibits denial of land uses that are permitted under the state general plan, county general plan or development plan, and current county zoning based on lack of consistency or conformity.

• Establishes that general plans and development plans function as guidelines for policymakers implementing zoning, land use, and subdivision regulations, not as replacements for the county regulatory process.
