Establishes statutory procedures for impeaching and removing the governor, lieutenant governor, and appointive officers requiring Senate confirmation for removal.

Governor, lieutenant governor, and appointive officers may be impeached by majority vote of the House of Representatives for treason, bribery, high crimes and misdemeanors, misfeasance, malfeasance, nonfeasance, or moral turpitude.

Senate serves as the court of impeachment with the Chief Justice presiding; impeached officers are disqualified from duties until acquitted, and the governor may fill vacancies by appointment during trial.

Specifies procedures including: 10-day notice requirement before hearing, articles of impeachment prepared by House managers, witness compensation at civil court rates, and judgment by Senate resolution.

Provides that lieutenant governor assumes governor's powers during governor's impeachment, and establishes procedures for compensation and expenses of impeachment proceedings charged to the general fund.
