Enables the Hawaii Community Development Authority to enter into development agreements with property owners in the Kakaako community development district to provide predictability and stability for master plan implementation.

Development agreements require public hearing, executive director approval, and periodic compliance reviews with authority having power to terminate for material breaches after providing 90-day cure period.

Agreements remain enforceable despite subsequent changes in state or county laws, ordinances, rules, or regulations, except where public health and safety protection is necessary.

Development agreements must specify permitted uses, building density and height, and include reserved housing requirements ranging from 10-30% depending on land area size and building type (residential or commercial).

Agreements may be amended or canceled only by mutual consent of parties, with public hearing required if the amendment substantially alters the original agreement; copies must be recorded with the land court within 20 days of execution.
