Expands the definition of "sewer worker" under section 88-21, Hawaii Revised Statutes, to include sewer maintenance working supervisors, wastewater collection system inspection supervisors, wastewater collection system district supervisors, and wastewater collection system field services supervisors

Enables newly included employees to take early retirement without age reduction if they have at least 25 years of service

Approximately seven employees from the City and County of Honolulu would qualify for this benefit enhancement

The Employees' Retirement System raised concerns that the expansion would increase the $6.2 billion unfunded actuarial accrued liability and conflicts with the moratorium on benefit enhancements established by Act 256 (2007)

Effective date changed from January 3, 2055, to July 1, 2011
