Allows solar energy facilities on agricultural lands with soil classified as productivity rating class B or C, in addition to the existing classes D and E.

Requires that solar energy facilities on class B or C agricultural lands must provide at least the energy requirements for the agricultural operations on that land via renewable energy sources.

Amends Hawaii Revised Statutes section 205-2(d) to expand the definition of permitted uses in agricultural districts to include solar facilities on higher-productivity lands.

Takes effect upon approval.
