Amends Section 205 of the Hawaiian Homes Commission Act to allow the Department of Hawaiian Home Lands to grant fee simple title to native Hawaiian lessees, with the department retaining right of first refusal.

Modifies Section 207 of the Hawaiian Homes Commission Act to permit fee simple title transfer for homestead leases as determined by the department, rather than requiring title to remain with the state.

Updates Section 207.5 to authorize the department to develop housing units for native Hawaiians and make them available in fee simple with department right of first refusal.

Allows the Board of Land and Natural Resources to transfer fee simple title to existing homestead lease occupiers for below fair market value until December 31, 2013, with occupiers responsible for transfer costs.

Requires the Board of Land and Natural Resources to submit progress reports to the legislature prior to the 2012 regular session and a final report prior to the 2014 regular session regarding title dispositions.
