• Adds new exemption to Chapter 343, Hawaii Revised Statutes, allowing actions approved by the Department of Land and Natural Resources that protect native species, habitats, or ecosystem functions to bypass environmental assessment requirements if they have minimal or no significant environmental effects.

• Exempted actions include invasive species control using approved methods, installation of barriers to control non-native animals, dip tanks for fire control, helicopter landing zones, field camps, weather ports, and radio repeaters.

• Does not affect rights, duties, penalties, or proceedings that began before the Act's effective date.

• Effective date: June 30, 2050.
