Extends the sunset date of the Interdepartmental Council on Early Childhood Education from June 30, 2010, to June 30, 2013.

Adds four new members to the council: one from an institution of higher education in the state, one local early childhood education and development services provider, one from a Head Start provider agency in the state, and the state director of Head Start Collaboration.

Maintains existing council membership including the superintendents of education, director of human services, director of health, director of labor and industrial relations, governor's special assistant for children and youth, director of business/economic development/tourism, and one member each from the general business and philanthropic communities.

Positions the state to compete for $100 million in federal stimulus funding available under the American Recovery and Reinvestment Act of 2009 for early childhood education coordination and improvement.
