Committees on Human Services and Health amended H.B. No. 2978 to require the Department of Human Services, in collaboration with the Department of Health, to conduct a study of the referral and discharge system to home and community-based care homes with input from interested stakeholders.

Requires Community Care Foster Family Homes that serve a third patient to employ a nursing assistant or second caregiver.

Addresses the complex and inconsistent regulatory system created by the existence of Expanded Adult Residential Care Homes and Community Care Foster Family Homes under two separate departments.

Sets effective date of January 1, 2050, to encourage further discussion and coordination among all stakeholders before implementation.

Bill recommended to pass Second Reading and be referred to the Committee on Finance.
