Department of human services must examine and evaluate nine alleged shortcomings in programs for adults with special needs, including lack of one-to-one aides, missing aides on transport vehicles, and agencies refusing to serve individuals requiring support services.

Investigation must assess whether aides and caregivers lack required cardiopulmonary resuscitation and first aid certification, and whether age-appropriate programs and gender considerations are provided.

Department must determine if continuing education, behavioral specialist support, and formalized guidelines for speech, occupational, and physical therapy are insufficient or absent.

Director of human services must report findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2011 regular session convenes.

Act takes effect upon approval.
