Creates a new chapter establishing a boat operation and licensing program administered by the Department of Land and Natural Resources requiring operators of vessels and houseboats to obtain licenses.

Requires applicants to pass examinations testing eyesight, physical fitness, knowledge of ocean safety laws and rights-of-way, and practical demonstration of vessel operation ability appropriate to the vessel category.

Mandates applicants display valid liability insurance identification for their vessel or houseboat before receiving a license.

Establishes procedures for license renewal, including in-person renewal or mail renewal (limited to two consecutive renewals) with fees determined by the department.

Authorizes suspension or revocation of licenses for non-compliance with child support orders through coordination with the child support enforcement agency.
