Amends Section 6E-8 to require photographs of historic buildings eligible for or listed on Hawaii or national registers to meet national register of historic places specifications instead of being archival quality black and white photographs.

Amends Section 6E-10 to exempt residential buildings from the requirement to transmit photographs prior to demolition, construction, or alteration, unless the residence is on or nominated to be on the Hawaii register of historic places.

Amends Section 46-3.5 to apply photograph requirements to all buildings over fifty years old rather than just historic properties, and exempts residences unless they are on or nominated to be on the Hawaii register of historic places.

Changes photograph specifications from archival quality black and white to those meeting national register of historic places standards across all affected statutes.
