Establishes a Commission on Transit Oriented Development under the Department of Business, Economic Development, and Tourism, staffed by the Hawaii Housing Finance and Development Corporation, to facilitate affordable housing near transit stations by coordinating transportation and housing planning.

Commission shall consist of at least 13 members including county council members, state legislators, and directors of planning, finance, and housing from state and county agencies, with seven members constituting a quorum.

Commission functions include identifying regulatory barriers to transit housing, improving coordination between housing and transportation planning, designating transit oriented development zones, and recommending financial and tax incentives for affordable housing development.

Amends section 46-14.5 to require counties to provide incentives for affordable housing development, including density bonuses, height waivers, waived connection fees, and infrastructure financing prioritization, with priority for transit oriented developments.

Counties must provide flexibility in public facility requirements for rental housing projects with at least 40 percent of units reserved for households at or below 80 percent of area median family income.
