Authorizes the Department of Land and Natural Resources to issue long-term residential leases (not exceeding 65 years) to qualified persons residing in state living parks who have a long-standing history of residence and have served as caretakers.

Requires lessees to participate in and become an essential part of caretaking or interpretive programs in state parks, which constitutes valuable consideration for the lease.

Exempts lessees from zoning, construction standards, and land development ordinances, provided the project meets minimum health and safety requirements as determined by the department.

Establishes a seven-member public advisory body for each state living park to advise the department on lease program management, applicant eligibility, and lessee compliance with program participation requirements.

Takes effect upon approval; allows the department to negotiate leases notwithstanding chapter 171 of the Hawaii Revised Statutes and other conflicting laws.
