Establishes a temporary water safety task force within the Department of Health to examine retention pond safety measures and risks, particularly regarding drowning prevention.

Task force comprises the Director of Health (chair), Attorney General, Board of Land and Natural Resources chairperson, county mayors, and representatives from the American Public Works Association, Hawaii Association for Justice, U.S. Army Corps of Engineers, and USDA.

Directs task force to collect data on liability limitations for landowners, determine minimum safety requirements for retention ponds (fencing, signage, landscaping), and assess need for periodic inspection programs with budget projections.

Excludes golf course water hazards from task force responsibilities.

Task force must submit findings and any proposed legislation to the legislature no later than 20 days before the 2010 regular legislative session and ceases to exist on June 30, 2010.
