Establishes an earned-time program allowing inmates to reduce their minimum sentence term by demonstrating successful progress in rehabilitative programs.

Appropriates funds to support the implementation and operation of the earned-time program.

Received support from the American Civil Liberties Union of Hawaii, Community Alliance on Prisons, Drug Policy Forum of Hawaii, and concerned individuals.

Opposed by the Department of Public Safety, Hawaii Paroling Authority, and Department of the Prosecuting Attorney for the City and County of Honolulu.
