Amends Hawaii Revised Statutes Section 6E-10 to narrow the requirement for archival quality photographs of historic buildings during the permitting process.

Limits photograph submission requirement to privately-owned buildings over fifty years old that are either listed on or eligible for listing on the Hawaii Register of Historic Places or National Register of Historic Places.

Removes the blanket requirement that applied to all buildings over fifty years old, addressing unnecessary delays in the permitting process.

Requires property owners to submit archival quality black and white photographs to the Department of Land and Natural Resources at the owner's expense as a condition for permits to demolish, construct, or alter eligible historic buildings.

Takes effect upon approval.
