Amends Hawaii Revised Statutes Section 353C-3 to require the deputy director for law enforcement within the department of public safety to be a graduate of either a law enforcement academy or a law school.

Exempts persons appointed as deputy director for law enforcement prior to July 1, 2009, from the new educational requirement if they are serving in that position on the effective date of the act.

Takes effect on July 1, 2009.
