Prohibits the manufacture, possession, sale, barter, trade, gift, transfer, or acquisition of .50 caliber Browning machine gun rifles and cartridges, effective July 1, 2009.

Exempts antique firearms and curios/relics as defined under 18 U.S.C. § 921(16) and 27 CFR 178.11 from the prohibition.

Allows existing registered .50 caliber Browning machine gun rifles to be transferred only to licensed dealers or county police chiefs; owners inheriting such weapons must render them inoperable, transfer to authorized recipients, or remove from the state within 60 days.

Establishes that violating the .50 caliber Browning machine gun prohibition is a class B felony punishable by 10 years imprisonment without probation.

Amends Hawaii Revised Statutes § 134-8 to add these provisions while preserving existing prohibitions on assault pistols, automatic firearms, and other restricted weapons.
