Narrows photograph requirements to apply only to buildings that are listed on or eligible for listing on the Hawaii or National Register of Historic Places, rather than all buildings over 50 years old.

Removes the requirement that photographs be "archival quality black and white" and instead defines photographs as dated pictures in any clearly visible format, including electronic formats, taken no more than one month prior to permit application.

Defines "photographs of the historic building" to include at minimum pictures of the building exterior, windows, doors, roof line, and architectural details such as gables, finials, foundations, or porches.

Allows qualified professionals (architects, architectural historians, ethnographers, historians, or physical anthropologists) to determine whether a property is eligible for listing on the historic registers.

Applies changes to both state agency projects under HRS 6E-8 and private landowner projects under HRS 6E-10, as well as county permit requirements under HRS 46-3.5.
