Authorizes condominium associations to expend replacement reserve funds for emergency preparedness purposes, including physical property alterations, generators, warning systems, and resident training.

Defines "emergency preparedness" as steps taken to prepare in advance for natural or man-made situations affecting property operations or resident safety and security.

Amends the definition of "replacement reserves" in Hawaii Revised Statutes sections 514A-83.6 and 514B-148 to explicitly include funds for emergency preparedness purposes.

Applies to both condominium associations under Chapter 514A and Chapter 514B, updating reserve fund rules for both property types.

Takes effect upon approval with no specified effective date restrictions.
