Expands the works of art special fund (created from 1% of state capital improvement appropriations) to include restoration or renovation of buildings on state or federal registers of historical buildings.

Requires the comptroller and state foundation on culture and the arts to consult with the state historic preservation division when selecting entities to undertake historic building restoration work.

Maintains existing fund uses for acquiring works of art, site modifications, display, upkeep services, and storage/transportation of artwork.

Takes effect July 1, 2009, with a 5-year sunset provision; section 103-8.5 reverts to its previous form on June 30, 2014.
