Amends Hawaii Revised Statutes Section 6E-10 to clarify that provisions apply only to historic properties listed on or eligible for listing on the Hawaii register of historic places.

Removes requirement that private landowners submit archival quality black and white photographs to the department before demolition, construction, or alteration of buildings over fifty years old.

Retains requirements that private landowners notify the department before commencing construction, alteration, or improvement of historic properties and allow 90 days for department review and response.

Maintains department authority to commence condemnation proceedings, permit owner-initiated work, or undertake historical preservation and recording activities within the 90-day review period.

Effective upon approval.
