Amends Hawaii State Constitution Article III, Section 6 to require candidates for State Senate and State House to be qualified voters of their district for at least one calendar year prior to filing nomination papers.

Applies the one-year voter qualification requirement to both current and future candidates, with an exception allowing incumbent legislators to move to new districts during reapportionment years without disqualification.

Maintains existing requirements that legislators be state residents for at least three years and have attained the age of majority.

Requires a ballot question asking voters whether to adopt the constitutional amendment regarding the one-year district voter qualification.

Takes effect upon compliance with Article XVII, Section 3 of the Hawaii State Constitution.
