Requires fiscal notes to be attached to bills reported from final committee prior to third reading passage, or a statement if the bill has no fiscal impact, beginning with the 2007 regular session.

Fiscal notes must include fiscal impact on existing and new programs, projections for current and five succeeding fiscal years, fund sources, number of new positions required, derivation analysis, and preparation details.

Appropriates $309,500 from general revenues for fiscal year 2009-2010 for operations of the legislative analyst to support fiscal note preparation.

Takes effect upon approval, except the appropriation provision takes effect July 1, 2009.
