Amends Hawaii Revised Statutes Section 46-6.5(c) to clarify county obligations when public access is required as a condition of subdivision approval.

Requires counties to either accept dedication of the right-of-way and maintain it, or require the subdivider to improve and maintain the right-of-way through a planned community association.

Authorizes counties to require subdividers to establish and initially fund a stewardship fund controlled by the county for improvement and future maintenance of the right-of-way.

Applies only to rights and duties that mature, penalties incurred, and proceedings begun after the Act's effective date.

Takes effect upon approval.
