Requires county agencies that issue building permits to establish priority processing procedures for permit applications for construction projects incorporating energy and environmental design building standards (LEED silver, two green globes rating, or comparable state-approved standards) at no additional cost to applicants.

Deems a county permit application automatically approved if the county agency does not disapprove it within 180 days of filing, notwithstanding existing statutory procedures.

Requires all state agencies to provide priority handling and processing for state permits for renewable energy projects, and deems permits automatically approved if the agency does not disapprove within 180 days of filing.

Applies the 180-day automatic approval provision to permits for new or existing facilities or structures that incorporate energy and environmental design building standards at both county and state levels.

Defines "private entity" as any permit applicant that is not the State, county, federal government, or political subdivision thereof, and specifies eligible building standards as recognized, consensus-based guidelines.
