Amends Hawaii Revised Statutes Chapter 107 to permit water catchment or other private water systems on premises already served by a public water system.

Allows non-potable use of private water systems when not interconnected with the public water system.

Permits interconnection of private and public water systems only if the interconnection meets county requirements and the private system's capacity is not counted toward calculating the number of permitted water fixtures.

Takes effect upon approval.
