Designates all state waters within an unspecified distance offshore and parallel to Molokai's shoreline as the Molokai Community-Based Subsistence Fishing Area to protect fish stocks and coral reef habitats.

Prohibits commercial fishing activities, commercial marine licenses, and aquarium fish permits within the designated area.

Bans fishing using self-contained underwater breathing apparatus and spears in the area.

Requires the Department of Land and Natural Resources to consult with Molokai residents, the ʻaha kiole advisory committee or ʻaha moku council, and other stakeholders to establish rules including traditional subsistence practices, a management plan, and harvest limits.

Empowers the Department of Land and Natural Resources to regulate additional uses or activities in the area as deemed appropriate in consultation with the community.
