Requires the attorney general to investigate and resolve ownership jurisdiction disputes over Ulalena Loop road in Haiku, Maui, and submit findings and recommendations to the legislature no later than twenty days before the 2010 regular session convenes.

Directs the department of transportation to estimate the cost of repaving Ulalena Loop road and submit a report to the legislature, Maui mayor, and county council by twenty days before the 2010 regular session.

Requires the department of transportation to forward its repaving cost report to the agency identified by the attorney general as having jurisdiction over the road within thirty days of receiving the attorney general's ownership clarification.

Addresses safety concerns for Haiku district residents due to poor road conditions and the existing jurisdictional dispute between the state department of land and natural resources and department of transportation regarding responsibility for the road.
