Authorizes the state parks special fund to pay debt service on revenue bonds issued for construction, repair, replacement, additions, and extensions of state park facilities.

Adds payment of debt service on revenue bonds and establishment of debt service reserves as an authorized expenditure from the state parks special fund.

Renumbers existing authorized expenditures (operation and maintenance costs, and administrative costs) from subsections (4) and (5) to subsections (5) and (6).

Amends Hawaii Revised Statutes Section 184-3.4, subsection (b), to include the new debt service payment authority among the department's permitted uses of special fund moneys.

Takes effect upon approval.
