Amends section 132D-17 of Hawaii Revised Statutes to prohibit counties from enacting ordinances or adopting rules regulating fireworks or pyrotechnic articles that are less restrictive than state law.

Voids any county ordinances and rules regulating fireworks or pyrotechnic articles enacted or adopted before March 31, 1995, except those that are not less restrictive than state law provisions.

Ensures uniform fireworks regulations statewide by preventing counties from creating more permissive local rules than established in state law.

Takes effect upon approval.
