Makes it unlawful for any person to knowingly fish for, kill, take, or attempt to take manta rays in state waters.

Establishes criminal penalties ranging from $500 for a first offense to $10,000 for a third or subsequent offense.

Authorizes administrative fines of up to $10,000 per manta ray captured or killed, plus seizure and forfeiture of vessels, licenses, and fishing equipment.

Requires the Department of Land and Natural Resources to establish manta ray habitat areas and management plans through administrative rules to protect and promote manta ray propagation.

Appropriates funds for fiscal year 2009-2010 to implement manta ray habitat areas and management plans, with reporting requirements to the legislature in 2010 and 2011.
