Requires counties with populations exceeding 500,000 to place blue and white signs clearly identifying all public beach access points dedicated by right-of-way or easement from public highways or streets to the high-water mark.

Mandates counties with populations exceeding 500,000 to post yellow and black signs at public beach access points that are clearly and prominently visible to emergency personnel to help locate beach access during emergencies.

Establishes that county-approved signs are conclusively presumed to be legally adequate notification of beach access points.

Takes effect on July 1, 2009.
