Authorizes the Department of Land and Natural Resources to issue long-term residential leases (up to 50 years) in state parks with 5,000-6,000 acres to persons who have continuously resided there since before 1987 and served as caretakers.

Requires lessees to participate in caretaking and interpretive programs for the state park as a condition of their lease, with the lessee's participation considered valuable consideration for the lease.

Exempts these residential leases from zoning, subdivision, and construction standards, provided the Department finds exemptions are consistent with Act purposes and meet minimum health and safety requirements.

Establishes a 7-member state park advisory committee to advise the Department on lease management, lessee eligibility, and compliance monitoring, with representatives from DLNR, lease holders, Native Hawaiian Legal Corporation, the Governor, and the Office of Hawaiian Affairs.

Authority to issue new leases expires on June 30, 2014, or when all eligible parcels have been leased and recorded, whichever occurs first.
